Legal notice – voter registration preceding March 2023 village elections


PLEASE TAKE NOTICE; The Village of Parish Board of Trustees passed a resolution on
Wednesday, December 21, 2022 at a Regular board meeting to NOT have a village registration day before the village elections on Tuesday, March 21, 2023.

The last day for individuals to register with the county board of elections to be eligible to vote in the village election is Friday, March 10, 2023.

Legal notice – estoppel notice

On December 21, 2022, the Board of Trustees of the Village of Parish, Oswego County, New York (the “Village”) adopted a Bond Resolution, a summary of which is published herewith, and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the Village is not authorized to expend money or the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty (20) days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the New York State Constitution.

Summary of Bond Resolution

1. Objects of Purposes – the construction of improvements to the Village Wastewater Treatment Plant, including original furnishings, equipment, machinery or apparatus required in connection therewith at a new maximum cost of $4,262,000 of which $1,762,000 is authorized by the Bond Resolution herein summarized.

2. Period of Probable Usefulness – forty (40) years, computed from the date of the first bond anticipation note issued in anticipation of the Bonds or the serial bonds or bond anticipation notes authorized pursuant to the Bond Resolution of the Village adopted by the Board of Trustees of the Village of October 20, 2021 (the “Original Bond Resolution”, whichever date is earlier.

3. Maximum Amount of Obligations to be Issued – the maximum amount of obligations to be issued for the objects or purposes described above is $4,262,000, of which $2,500,000 was previously authorized by the Original Bond Resolution, and is amended and authorized by the Original Bond Resolution adopted December 21, 2022.

The Bond Resolution herein summarized shall be available for public inspection during normal business hours for twenty (20) days following the date of publication of this notice at the office of the Village Clerk of the Village of Parish, Oswego County, New York.

The Bond Resolution was adopted subject to a permissive referendum. The period of time has elapsed for the submission and filing of a petition for a permissive referendum and a valid petition has not been submitted and filed.

2023 Village Election Information

Don’t forget that if you are thinking about running for Mayor or Trustee seats, you are now eligible to start collecting petitions. All petitions are to be filed with the Village Clerk no later than February 14th, 2023.

To be eligible you need to be:

  • 18 Years Old
  • Citizen of the US
  • Resident of the Village
  • Registered to Vote in Oswego County

*Note: An individual may not run SIMULTANEOUSLY for Two Offices that are incompatible. (i.e.: Mayor and Trustee)

Are You on the Federal Broadband Map?

We need every New Yorker to participate in the national broadband census to confirm the accuracy of their broadband service—millions of dollars in federal funding are at stake that New York needs to ensure YOU have the most affordable and accessible internet.

All it takes is checking your home or business address on the Federal Communications Commission (FCC) national broadband map. Your location, and internet services offered at that location, will be displayed. If the information shown on the map is incorrect, we need to let the FCC know by submitting a challenge to update the map.

An accurate map will help New York State get its fair share of federal funding for broadband internet. And it will mean better access to broadband for all New Yorkers.

Quarterly sewer bills send out; due January 15, 2023

The quarterly sewer bills have been sent out due 1/15/23.

Please note in-office payments can be made between 8:30am and 2pm on Monday, Wednesday and Thursday to the Village Clerk. All payments need to be exact and in full as no partial payments will be accepted.

PLEASE NO PAYMENTS ARE TO BE DROPPED IN THE COURT BOX ON THE OUTSIDE OF THE BUILDING! That is checked by the court only and we cannot guarantee the payment will make it to the Village clerk.

*Feel free to call the Village Clerk during her office hours to see if she will be available earlier or later during the week for drop offs. Her extra office hours change weekly so just give her a ring to see what her plans are*
